The new, "One Stop Centre" in the centre of Wigan is 20,000,000.00 over budget already, according to Wigan Council.
We are assured it won't cost the rate payers any more. BUT what about the tax payers, if this fiaso is replicated across the country, with PPFI projects then that means, tax increases or increased government borrowing.
On a final not, Wigan Council say part of the increase is due to the increase in the cost of borrowing???? how can that be so with interest rates at an all time low?

Thanks Gary for the info. I agree with the junction having to be opened both ways in order for any road system to work, and I also agree that this would have to be done before any further development is put into place. I am in contact with another group being formed in Billinge with regard to a very similar problem, Wigan are trying to build a road , housing & industrial sites on green belt land. It seems to be an across the borough planning 'guideline' to go for the soft target, (green belt land) Thanks again for your advice.

Hi Gary

Thank you for your honest reply...as always! Could you please explain what BSF is, (sorry its an age issue) I have walked over the fields at Stubshaw Cross and try as I might I cannot understand how that road might work. I also yesterday called into the HGV warehouses over Lockett Road to speak to the drivers and they told me point blank that they would never consider going backwards on themselves to get to junction 25, so I could see possibly that this will be a road never used, (unless it was forced on them, and I don't think that they can do that) I also walked back down Bolton Road and I don't know if it was a certain time but up to Ann's house it seemed to be mostly cars and a few HGV's going to Golborne. Has anyone done a thorough traffic flow survey? Ethel and I have spoke about doing one in Ashton and then possibly asking FAB to do one in Bryn. What do you think?

Hi Debbie,
BSF is Building Schools for the future, a new buzz word for the reforming of secondary Schools up to and including 18 years old, all P.F.I monies.
Ashton is on phase three of the project, basically they want to join Cansfield and Birchall together on a new site somewhere in Ashton, 1st choice behind Pimlets farm second choice near Baldwins Farm Bryn.
At moment Ashton has a high intake but numbers will be less in a few years, I will leave it up to you to decide if its a good move for Ashton or not!
The Northern by Pass will work if they close the Ashton Junction, forcing all HGV's to J25.
Don is against closing J25 but my view is, and this is only my view J25 must be built before the N.B.P is even looked at or it will not deliver any traffic relief for Bryn Rd or Ashton and Bryn.
Now your last point, WMBC have information to hand regarding Traffic i.e. number of cars and HGV's going through Ashton and Bryn.
Why dont you ask under the Freedom of information Act 2000 to have a copy?
It may not be up to date but it may just help you.

Hi Gary, long time no see! I have just left a similar comment on Nigel Ash's site. I am a little confused as to why all six councillors from Bryn and Ashton in Makerfield have yet to sit down and discuss the biggest proposals to affect our Townships for some time, why has this 'stalemate' been allowed to continue? Do you all know the opinions of your supporters? I must be honest and say that it is as clear as mud to me at the moment what is being proposed and I would have hoped that our councillors would have by now have dug deeply and found out some further information. I can only comment on your site and Nigels, as you know you are the only two who have bothered to set a site up.
How would you feel about a 'Question Time' senario with all the councillors and perhaps our MP and a representative from the planning dept?

Thank you for your posting.
Can I start by saying I enjoyed your letters in the local press over Councilors Expenses, I agree with all you said and more.
Ok, the big question what will it take to resolve Ashtons traffic problems?

We have so many people having different views I feel we will never get to the bottom of it to sort it out.
The problem is new roads cost millions and WMBC do not have the funds to build any new roads in Ashton its simply not in their vision to do this at Tax payers expense.
The Northan by Pass is a big ask in my view and will only help relieve traffic from Ashton and Bryn if Junction 25 is made 4 ways.
I have had talks with the Highways Agencys Reps on this very subject, and this could happen in the future.

I'm against BSF in Ashton.

I will end by saying I will attend any meeting if people of Ashton and Bryn Wish it.

I feel your whole understanding of bikes lanes is completely out of touch with the reality of the situation. The fact is there is limited space on Wigan roads, in fact more pavement areas and shared bikes lanes with pedestrians are needed. Pushing cyclists into heavy traffic and making them wear helmets is ridiculous, insulting and dangerous. Your ignorance is truly the problem with regards to this issue. Once again, instead of taking helpful progressive steps to help the infrastructure : such as paving/tarmacking country lanes and making those open to foot and cyclists, take reductive and nihilistic steps to degenerate the problem even further and make cycling even less enjoyable with mandatory helmets. This reminds me of the speed bumps/cameras issue. Instead of helping the problems by increasing the roads, you slow down and go against progress and a genuine commitment to infra-structure development. The BEST WAY is to increase and clear and pave the many footpaths, bridle ways and dirt tracks in Wigan are and make them into a usable part of the infra-structure. Wigan is now doing an EXCELLENT job of starting to address the issue of cycling in the borough and you are simple ill informed, regressive and potentially creating deaths by your ignorance. STOP MEDDLING WITH SOLUTIONS AND START TO SOLVE BIGGER PROBLEMS. YOU NEED TO LEAVE CYCLE PATHS AS THEY ARE AND PAVE THE ROCKY, MUDDY (IN WINTER) AND UGLY PATHS, IN ROADS ETC.....This is UTTERLY RIDICULOUS to spend tax payer money solving a problems and then later, for lack of any innovation, removing the solution. STOP WASTING TIME AND MONEY AND ACTUALLY MAKE A REAL AND LASTING DIFFERENCE GARY !!
A lot of people use footpaths but cannot in Spring/Autum/Winter because they are full of holes, rocks and mud. Putting sand or dirt does not function as a solution. They need PAVING and made into shared cycleways, bridleways and footpaths. The same goes for the canal banks. I doubt you will address this or do anything to REALLY help the situation. Instead you will address areas that are obvious, for publicity, while ignoring any real solution. Once people like you stop trying to micor manage the individuals and turn your mind to serious development of the town, the less we will see of this LUDICROUS, EXPENSIVE AND FUTILE situation where progressive infrastructure solutions are made then reversed. Make a difference. Keep the lanes. Pave the ugly dirty muddy paths for cyclists and pedestrians alike. Shared cycle lanes work well in London, Berlin, Holland and Wigan is no different in it's needs. The only difference is the short-sightedness of our development strategies.

Thank you for your time posting your comments.
I must disagree with some of your points.
Shared Cycles lanes have no future serving the public, my view which was shared by many elected councilors at a resent overview and scrutiny meeting.
I appreciate most of those members have not used a bike in the last ten yrs or more, but I use a bicycle regularly and feel the cycle lane on the A49 and outside the R.A.E.I is a waste of Council tax payers money.
Do you use a Bicycle?
If you do please try and use this cycle lane I personal reach speeds of 30mph and feel very uneasy when children and parents pushing prams are next to me, there is only a white line separating cyclist and pedestrian.
I have been contacted by people as far a Glouster who also have serious issues with this type lane. Its very high up on the Glousters Councils agenda to reduce collisions between pedestrians and cyclists this is also an issue for the Police.
So we agree to disagree, as for helmets, if it saves one life or serious accident then it will be worth it.
Why cant the cost be included in purchasing a new bike? A good helmet will cost £20 to £30.

The LDF is causing the expected furore, with many issues raised. My main concern is the actual concept of the LDF, do we need this expensive proect? We seem to be objecting to points raised in it, when the very concept is flawed, in asmuch as it is over ambitious in its aims.

Even communist Russia only tried for Five Year Plans and then with disastrous consequences!!

.Thanks for your posting.
The LDF will replace the UDP as you probably already know, the document term is for a long time, and yes I agree, a five or ten year max would have been much more flexible for me.
The good points in this is when you object you must come up with an alternative, this I feel ends NIMBYs from dictating what we should have in our Town.
For instance the three sisters is a big issue for Ashton and Bryn, its back on the agenda and this time people must come up with ideas on how they want it developed….this will be interesting.

Is the document flexible?

Well I must ask if it is, because I dont know, unlike the UDP which was the planners Bible you could not get around major issues like green belt land, Transport, Housing and land for prime employment if you went against the UDP it would not get passed, lots of times I have witnessed planners using this document to scupper plans. A big problem in my opinion.

The thing is we must read and have some input…

Hi,
I share the local residents concerns and do not want the field to over developed or lost to any development what so ever.
If the general public can use the extra pitch Ashton Ath are asking for I feel it would have advantages to the School as well as the residents, the School does not have a safe play area to use for activities, like football, cricket and rounders etc. its not right for them to play where dogs are exercised and irresponsible dog owners do not clean up after their pet.
I support the Councils stance on the Open field policy.

I would just like to leave a message of appreciation for the support and promt replies you have given to me in my quest for some sort or areas for dog owners to take the beloved pets to play and run freely away from harm and any chance of disturbing other members of the public who may not be so keen on dogs exercising freely around them and their children.
Again thank you so much, its so refreshing for a councillor to pay so much attention and respect to what members of the public have to say.

The long term aim of the Labour Gov is to have Professional Councillors and make it a career.
I dont agree with that view I feel Councilors and MPs are sometimes out of touch with the people they are suppose to represent.
Im a family man who has a full time job working for the NHS and my allowance from WMBC is just over £10.000 per year. I pay full National Insurance and Tax on that.If I put an hourly rate on my work it would be less than £5 per hour.
I do have a Blackberry and Lap Top Comp to assist in my work. I also claim 39p per mile for the use of my vehicle monthly cost £30.
Value for money well I let you decide that.
